Traffic Conflict Technique

COMMISSIONED EDUCATION | LUND UNIVERSITY

This three-day course, given by the Department of Technology and Society at Lund University, aims to educate professionals within the field of Road Traffic Safety in the theory and practice of performing traffic conflict observations according to the Swedish traffic conflict technique.

BACKGROUND

Traditionally, road safety is measured as number of accidents or number of people injured in traffic. However, accidents are often under-reported, the available records include only a limited description of the event, and safety analyses require long-term data.

An alternative approach is to assess safety based on events that are not accidents but still safety-related. Such events, called traffic conflicts, occur much more frequently than accidents and thus can be registered within a relatively short time. The safety analyst can learn about the conditions and factors that contribute to accident risk as the conflicts are actually observed (and often video recorded).

Traffic conflict observations are particularly suitable in conditions when the accident data is limited or poor quality, when a quick safety evaluation is needed (for example, a before-after study for a new safety measure), and when the nature of the safety problem is difficult to understand from the short accident descriptions only.

COURSE CONTENT

The course covers the theory and practice of performing traffic conflict observations according to the Swedish traffic conflict technique. Participants will also get acquainted with recent developments in the broader area of the surrogate measures of safety, including modifications of the ‘classical’ technique to the modern traffic conditions and use of video recordings and specialised video analysis software to assist in data collection and processing. The course includes lectures, practical experience with field and video-based conflicts observations and interactive sessions with the tutor where the found conflicts are discussed in a broader context of road safety. Upon course completion, the participants receive a Conflict Observer Certificate, proof of qualifications for independent planning and performing of traffic conflict studies.

THE DEPARTMENT OF TECHNOLOGY AND SOCIETY

The Department of Technology and Society at Lund University has for a long time been active in the research and education of road safety. Its multidisciplinary composition includes expertise in civil engineering, psychology and sociology. The department offers graduate courses in Traffic Planning, Traffic Engineering and Highway Engineering, as well as specially designed courses for practitioners.

COURSE STAFF

Aliaksei Laureshyn is the main tutor or the course. He has a PhD in Transport Engineering and has researched surrogate measures of safety for the last 15 years. Aliaksei is involved in a number of international initiatives related to the subject, such as SAE, TRB and ICTCT (sub-)committees on surrogate measures. In 2015-2018, he was the main co-ordinator of the Horizon 2020 project InDeV in which the improvements in methods and tools for surrogate-based analysis of safety comprised the major bulk of the research work.
