Public Administration and Management - Transparency and Public Sector Reform

The Summer Academy for Young Professionals (SAYP) is a training programme focusing on public administration and management, transparency and public sector reform. The Summer Academy combines theoretical lectures by highly qualified lecturers at Lund University with study visits to relevant organisations and institutions in order for the participants to gain a deeper insight into Swedish and European public administration, exchange experiences and establish new contacts and networks. This course is available for young professionals from Belarus, Georgia, Lithuania, Moldova, Sweden and Ukraine.

COURSE OBJECTIVE

The World Bank has stated that “corruption is the Public Enemy Number One” and has also emphasised the need for greater cooperation between government institutions and the private sector in finding sustainable and transparent solutions in the fight against corruption. But how is corruption defined and how can it be dealt with within public administration and in relation to the private sector? The objective of this course is to provide the participants with the knowledge, tools and networks needed to create more transparent, resilient and efficient public administration.

The course will have a clear focus on anti-corruption and efficient management of public administration. Therefore, after finishing the course, the participants will have an enhanced knowledge of corruption issues and possible tools that can be used in anti-corruption work. The participants will also have an increased knowledge about Swedish and EU administration and about methods for management and enhanced transparency within the administration. The participants will also gain new contacts and establish new networks for their future work. They will also gain an enhanced knowledge of Sweden and the Swedish society.

The objectives of the course are to:

  • provide knowledge and tools for management and evaluation of public administration.
  • expand the participants’ international and national networks.
  • introduce relevant concepts and provide an insight into Swedish public administration.
  • compare and discuss Swedish and European legal aspects concerning transparency and anti-corruption, in particular freedom of information legislation and notifies law.
  • present basic perspectives of Swedish public administration seen from a historical and European/EU-perspective.
  • discuss concepts such as reform, revision, change management and change leadership within public administration.
  • introduce concepts such as transparency and anti-corruption, discuss the significance of sustainable and transparent governance and the role of independent authorities.
  • explore and discuss the concepts of whistle-blowing, good governance, quality of governance and social trust.
  • explore how to accomplish Whole-of-government – in the boundary country between state and private sector, as well as between different levels of public administration and policy fields, and discuss how these cooperate with each other.
  • through concrete case studies and study visits, present the current work on sustainability, transparency and anti-corruption in Sweden today.

 

COURSE SET-UP

The course is held during two weeks at Lund University in Lund, Sweden. An average day has 5-6 hours of scheduled activities, with a mixture of lectures, workshops, seminars and study visits.

In order to reach the objectives of the course, the program in Lund contains two thematic parts; the first part looks at anti-corruption and transparency issues within Swedish public administration and in a EU-context, and presents a comparative introduction to the participants’ countries. Legal aspects of these issues are also highlighted. The second part focuses on possible ways of handling these issues in management and evaluation of public administration. Parallel to this, discussions about change management and leadership will run as a main thread throughout the course and will connect the two thematic parts through workshops and group work. Study visits to relevant organizations and authorities will be organized in order to connect the theoretical parts to practice, and to give the participants a chance to expand their networks.
 
Participants will have access to an online course platform and the Lund University E-library services. Prior to the course start there will be a pre-module with independent studies by the participants through the online course platform.

TARGET GROUP

The target group for the course is mainly young professionals within public administration, but also key persons within civil society who are working in organisations that have relevant points of contact with public administration. The course is open for applications for persons from Belarus, Georgia, Lithuania, Moldova, Sweden and Ukraine. The language of instruction on the course is English, and the participants must therefore have good knowledge of this language. LECTURERS

Louise Bringselius is an Associate Professor and Senior Lecturer at Lund University School of Economics and Management. Her areas of expertise are within Management Studies, Public Administration and Public Management. During the course, Louise’s lectures will focus on agency autonomy, public sector reform and performance audit. Read more about Louise Bringselius.
 
Mi Lennhag is a PhD Candidate in Political Science at Lund University. The focus of her PhD project is corruption in contemporary Eastern Europe. Mi’s lectures on the course will focus on transparency and sustainable public administration, corruption and good governance, and Sweden, EU and enlargement processes. Read more about Mi Lennhag.
 
Guest lecturers will also be invited to the course in order to cover e.g. legal aspects of the course content.

Accommodation

Participants will be sharing accommodation at the apartment hotel StayAt in Lund (there will be three persons per room). StayAt is located in Lund’s city centre and is just a few minutes’ walk from the lecture halls. Rooms contain 2 single beds and a sofa bed, kitchenette, bathroom, working space, dining area, TV and free wifi. A breakfast buffet is included. The common areas of the hotel include sauna, laundry facilities, bike rental and a communal living room.
